Since milk has proteins in it, if baking soda doesn't work, you might try "Nature's Miracle" or some other enzyme-active product sold in pet stores to remove pet pee smells. The enzymes will eat and metabolize the proteins, hence removing the smell.

First scrape as much of the chunky stuff off that you can, Mix up some laundry detergent in warm water, Using a spray bottle soak the area real good.
Rinse out the spray bottle or have another filled with hot rinse water, while letting the cleaning solution soak into the milk spot drive to the local coin car wash that has vacuums when you get there vacuum up as much solution as possible then rinse with the hot water and repeat until it's all gone.

Go to the car wash and use their vacum. Take something with soap like dawn and water in a spray bottle. Do not over soak the milk just wet it and scrub it with a brush with short bristles. When you get it pretty clean you can use carpet cleaner or just keep cleaning with soap untill it is good enough. Do not over wet or you will make it soak deeper into the insulation under the carpet.
This is the best and easy DIY way.

Try a spray can of scrubbing bubbles. The stuff you use in the bathroom. Test it first on a small section that is out of sight and if it doesn't take out the color spray it on the carpet liberally and let it dry. Then vacuum it out. I learned this from a couple of mechanics that had repaired my van but in the process had gotten black grease all over the carpet. I told them not to worry about it and they said if I wanted to try and remove it to use Scrubbing Bubbles. Out of curiosity and being a bit skeptical I tried it and was amazed at the results. It came out cleaner than when it was before I took it to the shop.

There is some stuff called Nature's Miracle that you can get at most pet stores...it is a natural enzyme that eats all the bad stuff that makes stuff like spilled milk, cat pee, or diarrhea in the carpet from your new puppy who ate grass disappear like magic. Just soak the area and let it dry...voila...no more stink.

Rent a carpet cleaner like "Rug Doctor" Use a good grade carpet shampoo and with the machine you extract the milk and dirt.

dump a lot of baking soda on it, leave the doors open for a little while, let it absorb
SECOND
vac it up
THIRD
scrub with laundry detergent and warm water
FOURTH
vac again
FIFTH
spray with febreese

baking soda & detergent or you could put a lil bit of oxo or bakingsoda in with the bissel.carpet cleaning stuff-it will work..
Vinegar works well too-but careful it may damage a more expensive rug-if you use too much (basically can fall apart at the seams)
