don't buy used tools, theres no warranty on them, there's no guarantee of their quality and safety. If you are swinging a hammer, and the head flies off and brains a kid, that kid goes to hospital and you are paying for it, if you bought it brand new, it would have a waqrranty, or at least the expectation of reliability, so the parents of the injured kid can sue the manufacturer instead of you. Using second hand tools for work is a big no no, check with a lawyer.
Of course if it is just for personal use thats a different story, but since you put this in employment rather than home and garden, I'd assume you want these for work. I guess it also depends on which country and which state you are in.

as with any purchase, talk to the sales people, talk to people you know in the industry.

Pawn shops, Gararge sales, Classified ads, and Estate sales. Pawn shops carry all kinds of tools it just depends on the pawn shop you go to. Some times they sell toolbox and all. You may find tools at a going out of business sale new at a good price. There are some thrift store that have tools. Flea markets carry tools also. I use my second hand tools all the time. I would hate to have to buy a new one everytime I had a job to do. Just check them and make sure they are sturdy and not falling apart.

Depends on the tool. For electric try a pawn shop. They usually have quite a large selection. Also, they generally try electronics out before they give out money to whoever brought them in so they probably all work well.
