This is a part of the mating ritual, most often done buy the males, but females may do it as well. It is also a sign of dominance. Often lone males will do it and sometimes they will wave their front limbs at other males. It's not mating, but a pre-ritual or dominance. Your turtles will be at least 4-5" SCL (straight carapace length) before they can successful mate.

The male will rub the face of the female, trying to entice her to breed. I had never seen it myself (after 20 years of having turtles), but only 2 months ago my tiny male was making the moves on our huge female. So, basically, he's in love, lol!

i've seen this done when they want to coax a snail out of a shell, more related to feeding than socalizing. let them have fun and just observe. i'm sure there's no harm.
