Yes. It's legal. Especially since Congress has never formally declared war relative to the current conflicts.

Basically, the retroactive provisions would block the courts from reviewing actions that were illegal when they were committed. That's within the scope of Congressional authority. Unfortunately.

The relevant statute is 18 USC 2441.

You'd have to ask Georgie and his minions that one.
He obviously thinks he can make new laws and doesn't have to follow what is already established as a law or agreement.
