If you have a Cingular wireless phone you can find out for $.99. Just dial #43 - hold your phone to the speaker where the song is playing for 15 seconds then hang up. You will receive a text message with the name and artist of the song. You only get billed if they know the name.
Maybe other providers have the same service so you should check with your mobile carrier.

If you can make out any lyrics in that 21 secs, you can google those lyrics and it should tell you the song.
Amazon lets you listen to a little bit of music and tells you the song title, did you mean the Clueless soundtrack? Check the songs here:

go to google and take some of the lyrics and type them in followed by the word lyrics, it should come right up
