After 470 with the withdrawl of Roman influence Western Europe found itself without the skills that Rome brought. Civil engineering was the most prominent. Islam started to take root in the middle East by 630-700ad This is the time I'm talking from. The Ottoman empire ended after the First world war 1300 years later. (Roman lettering, Arabic numbering)

At the fall of the Roman Empire, the remains were picked up by the Holy Roman Empire. The power of the Church denied progress and advancement for 1000 years. Science and reason were abandoned and any contributions the Arabs brought were quickly washed away once they were expelled.

Theocracy is not conducive to progress.

the roman empire died long before the middle ages [a gap of around 1000 years], i don't think europe was suffering from their withdrawal by then ...
