No.
And you are right, history reveals that no major power has ever defeated terrorism.
Any Political leader that suggests that a war on terrorism can be won is simply declaring their intention to engage in a prolonged destructive conflict in which neither side can achieve success without negotiation.
Negotiation has only ever been a successful strategy for overcoming terrorism.
A sustained conflict between The State and Terrorist Organization merely serves to strengthen support for the political leadership of both.
It is innocent people that suffer as a result of not negotiating.
Bush and Blair have too much political capital invested in "The War On Terror" in order to facilitate a U turn so we may expect more of the same in the meantime (or at least until Britain and The USA stop meddling in the affairs of the middle east and leave it up to the indigenous populations to forge their own destiny).

Terrorist attacks started long before the Iraq war. What about the other World Trade Center bombings or the bombing of U.S. soldier barracks in Lebanon or the foiled plot in 1995 to bring down airplanes with Americans or the bombing of the USS Cole? These are just a few of many. The difference now is that, instead of doing nothing, we are trying to stop it before it starts. Did you just start watching the news and tracking world events today?

Do you have your head in the sand? We got rid of Saddam. That's a good thing. Yes, I know there are still major problems in Iraq. Still, it's better than when he was in power.
Israel went into Lebanon because they're tired of being attacked by terrorists. Should they just sit idly by and watch their citizens killed by the homicide bombers?
Freedom isn't free. Sometimes we (all) have to fight for what we believe in.
