Thanks to the hard work, sacrifice, and dedication of Marines and Army grunts and Sailors and Airmen, civilians are free to tatoo their bodies in any fashion they desire.

Yeah. You can get anything tattooed on you that you want. It's freedom of speech; the first ammendment and all that.
