Contact your local LaLeche League or the maternity ward at the hospital.
First make sure your baby's gaining weight adequately. There could be an issue with the frenulum (that little connector piece under the tongue that binds it to the floor of the mouth) if it's too short, they can't suck properly.

It would be helpful to have more information about what the problem is. Is the baby not latching on at all? Is the baby nursing but not transferring milk? Are mom's nipples flat or inverted? Is baby a premie or full term? Please be more specific and we will try to help.

Buy a green "Binky" with a place for you to put your finger.
Put it in your baby's mouth, and stroke his tongue. This will help get the sucking action going.
Also, try stroking his cheek or chin.
If the problem keeps up, contact a lactation specialist.
