I want to know what does it mean to "turn" a brake rotor. is it like u put the scratch up rotor on some sort of machine that can smooth it up ?

To "Turn" resurface the rotor is to place it on a brake lath , it will spin the rotor, a second part has a die or cutter attached to it and it will ride the surfaces from the bottom up as the rotor turns the cutter is pulled across the face or the rotor and a smooth surface is left when its finished. This may need to be done two times , one for the rough cut and the second for a fine cut, this is one way to do it.. Good Luck and GOD Bless, Jackie

You put the rotor on a lathe and set the machine where it will cut a few thousands of an inch at a time off of the rotor or drum until it has no low spots . Be sure to check the tolerances so you don't have any problems with the rotor coming apart .

If a rotor needs to be turned, that indicates the fact that the rotor is either warped, OR, damaged by over worn brake pads.

Brake rotor is turning on a machine which slowly gets cuts, it make the surface true and smooth. Think of rough wood with a sander moving on it to make the wood smooth.

The bigger wheels will change the steering geometry completely. It won't drive or steer the same at all. Your odometer and your speedometer will both be inaccurate as well. As for the brakes, if you are going to add bigger tires the truck will be harder to stop so I would add larger brakes for sure. You can't just add larger pads, you need to increase the rotor size, the calipers and the pads.

Correct. The rotors are removed and placed on the machine which "turns" (or resurfaces) them by grinding the metal surfaces flat

They shave it down so it is smooth.
