Regular saline solution is ok. It's just basically salt water, to rehydrate your nasal passages.
Do not use the medicated kind, like Vicks. They haven't been fully tested for birth defects, and it's unknown whether or not they specifically can cause any. Don't chance it!
Better bet - get a vaporizer if you're feeling under the weather. And don't put Vicks, or any other kind of medicine in that, either.

Yes, it's harmless. If you're experiencing nasal congestion, it's the safest thing you can use to help relieve it as there are no medications involved. You can also sleep with your head elevated to help with the congestion.
Good luck, I had that same problem when I was in my first trimester. It's due to an increase of blood volume in your system. Mine was so unbearable that I took Sudafed and things were fine :)
