With two evictions on your record, you will have a hard time getting approved by an apartment complex or management agency.
Your best bet would be to look for private homes being rented by individual owners. Look in the classified section of the newspaper or at craigslist.com for places. You also might look into having someone co-sign for you. Personally, though, I would never co-sign for a friend or relative that has 2 evictions already.

I doubt any reputable housing company/housing agency will rent to you. However, you should try the newspapers "for rent" and maybe the internet such as craigslist.com or something.
