First of all it's unacceptable women laugh at you. They're disrespecting you and deserve none of your time.
Do you mean that it is this size when erect? If so it's smaller than average but there can be smaller. If it is thise size not erect then it's normal.

If that is the length soft then that is actually perfectly normal. If that is the hard length then there is something wrong and you should go to the doctor.
