Go to the Desk Top and right click on empty screen to call up a drop down menu. Select the properties option at the bottom of the drop down menu. Then select the EFFECTS tab. Click on the Trash Can Icon and then you can use the Change Icon button below it. If you want a different icon then you use the Browse button to locate a new one.

Well, since you can't really change the icon in Properties while the recycle bin is in its original format, you can go ahead and right click on it, then choose "Create Shortcut". After that, a new icon will appear on your desktop -- "Shortcut to Recycle Bin" . Now you can change the icon on that one (even delete the shortcut! Hey, imangine that. deleting the 'recycle bin' :) ).

You do not state your version of Windows. In older versions, you would right-click on the icon, select properties, select change icon.
