It may look like he is driving safely but if some innocent person was crossing the road,the chances are he wouldn't stop the car in time.Why can't the driver just drink is beer when he gets home,so yeah l would have no problem in calling the cops.

What's wrong with it? I don't know, ask the drunk guy who wandered in front of our car & we nearly hit last night.
Ask the family who put up the sign a few blocks from here that says, "Please don't drink & drive . . . In Memory of Sarah X and Baby".
Ask the mother of three who died going to the grocery store at 10:30 in the morning on a Tuesday, not far from where I lived in California.
No, I would not ignore it. And I would hope I lived in a state where his license would be pulled.

How do you know they are driving home from work? How do you know that's only the first beer and not the tenth? I would call the cops.
