Prolly not... They usually make sure the cable box is working before they'll leave. Without electricity it wont.

Yes, he can hook it up, but obviously he can demonstrate that it's working, or tell if there is a problem with it since no electricity = to TV picture.

he can set everything up and you just have to wait to see if it worked if it didn't they should come back for free to fix it or some people in New York have little portable TVs to make sure it works but i doubt they will do that. Most new houses are supposed to come with Electricity
