I think whoever is giving the press release usually puts it in the context of how they want the release to be interpreted. In other words, they give it the spin they want you to get.

So unless there is intent to deceive, I would consider it professional so long as the truth is told.

Both. You know that the press will distort or misreport anything you say so you have to carefully construct your message so that what is said is what you wanted to say and not what the press wanted you to say which may be two different things.
