i would suggest:
restaurants(somewhere with function rooms, as well as food..that way you can get food right from their instead of catering which will cost you extra)
a local club(where under 21 are allowed)
your house(if it is really big, then maybe you can have it at your house..maybe outside,like set up a tent and a dance floor)
hotel(try an inn or some cute little hotel where it will be cheap and affordable)
community center(if your community center in your city/town is nice enough, maybe there)
these are some suggestions...for more tips try watching my super sweet 16 on MTV, yes, i know that is like super super nice parties, but they will give you some good ideas.
