By far I would say Wildfire, formerly known as ERG1 (Energy Release Generator 1) He was an young astrophysics student who was accientally engulfed in antimatter and instead of being destroyed, was converted into pulsing anti-energy. He had to wear a containment suit, to keep from dissipating.

Originally, he had all the powers of the Legion; he could manpulate his anti-energy in such a way as to fly, become large, small, desolid, alter his appearance with light illusions, mentally convert one element to another and control chemical reactions, extend his perceptions to distance and microscopic objects. He could also fire enormous energy blasts.

However, this did not satisfy the Legion of Super Heroes, in that their bylaws require that each member possess a unique power that no other member had. ERG did indeed have a power that none of them could match, but refused to demonstrate it. As a result, his membership application was rejected.

Determined to prove himself, however, he stowed away on a Legion ship when they were called to an emergency. A group of criminals had unleashed a Devourer, a huge device that would srtrip the crops from Manna-5, an agricultural planet that dozens of other worlds depended on for sustenance. This happened when their demands for protection money were refused.

The world-devouring machine proved impervious to the powers of Chemical King and Phantom Girl. Colossal Boy tried to atttack it physically, but the machine defeated him and was about to devour him too!

ERG1 suddenly appeared. In order to save Colossal Boy's life, he used the power that he had refused to demonstrate before: Opening his visor, he released his anti-energy, vaporizing the machine and saving Colossal Boy.

But when the grateful heroes turned to thank ERG1, they realized the awful truth-- he had expended ALL his anti-energy in that one blast, sacrificing his own life to save Colossal Boy. There was nothing left of him but his empty containment suit. ERG1 was postumously named a Legionairre, the first ever so honored.

Although they brought him back (it took him over a year to learn how to gather his scattered energy particles and travel through space to Earth, to fill his containment suit and be able to take human form again), Wildfire as he now called himself, only used his energy blast powers.

Despite the timid and unimaginative level to which this character has been held down by the writers and editors at DC Comics since that time, his original conception still inspires me: a truly noble hero, one who unhesitatingly laid down his life to save others.

Dude. Matter Eater Lad. He eats matter, and not just the pansy kinds, like paper or beef. We're talking Intertron, cave walls, cell door bars, and yes, he could even eat Spam. But that alone is not the reason he is the best. Nay, for as wonderfull as said abilities are, Tenzil is one of two Legionairres to sacrifice his sanity for the job. After eating the powerful Miricle Machine to destroy the murderous Omega (who had already bested Mon-El, Superboy, and Ultra Boy), his sanity was sadly lost. Imagine, if you will, eating a batch of bad tacos. Now, amplify that by 12 billion. That is but a small portion of the agony caused by consuming the raw might of other dimensional weaponry, capable of destroying the universe. Seriously, what kind of log would he have dropped? I shudder at the thought.

Plus, you know, he was later brought back by the greatest comedic comic author (Giffen) in the 80's. If you ever see those issues, grab them. Comedy gold.

In the '60s & '70s you would have to pick between Superboy, Cosmic Boy, and Lightning Lad.

Spiderman is the best, although posessing super strength and spider sense, he always ended up defeating enemies with his brains, eg Juggernaut much stronger, spiderman tricked him into position where he could drop a load of girders on him.
