We are sexual beings, and it is possible to have many fantasies of many types, about people and creatures and things to do, that in reality we might not at all want to do.
That usually happens when our hormone state is very high.
For example, feminist claims to the contrary, there are indeed women who have rape fantasies. That does not mean they really want to be raped. In our fantasies, things happen in a certain way, but in real life it's just not that way. So during a hormone attack, a women might fantasize that the rape would involve the most handsome man she ever met, and the rape would be so romantic and so erotic that her screams of erotic delight could be heard for blocks. I have to date never heard a rape tale from a woman that agreed with this fantasy. It simply is not how reality works.
For another example, there are men who have fantasies of raping a woman, who immediately falls helplessly and hopelessly in love with him, and shouts something like, "More! More! More! Oh, I love you! Oh, I love you! More! More!" It simply is not how reality works.
Emotionally healthy people realize the difference between fantasies and reality.
So, how are you to decide if the fantasy of sex with a girl is indicative of your true sexual nature? That is not easy to answer.
First, I suppose, check yourself out. Do you also have fantasies about boys or men you know? Are you attracted to men at all, or are they a real turn-off sexually? I realize at your age males may be mostly immature jerks, so look at your fantasies about them, if any, rather than just immature little boys in man's body.
If you are also attracted to males, even in theory, then you are at least a bi, rather than a lesbian. Knowing that is progress.
When deciding what to do about fantasies, you need to analyze the cost of doing something about it. What is the downside of trying to have an affair with a girl, because of your fantasies? If you are totally unattracted to males, then while I think it's bad for you to become a practicing homosexual, at least there would be no dating/marriage loss if you already know you will never have sex with men or marry them.
But, if you are attracted to men, and really want someday to marry and have children in a two parent family, do NOT engage in a lesbian affair.
of course, if the specific girl you are fantasizing about is not a lesbian she might kick in your teeth if you steal a kiss or cop a feel, and tell the whole world, so that must be considered as well...
The problem is, if you engage in a lesbian affair, sex is such a strong force, that you may become imprinted on women, and that might expose you to the lesbian culture which is most distinctly hostile to men, thus you may be drawn away from a normal marriage and a two parent family situation -- all because of a hormone induced fantasy. The lesbians will start telling you lies such as that you are all lesbian, it is your true nature, and once you are lesbian you can never again be heterosexual, WHICH IS A BIG LIE.
Proceed with caution. You can start normal dating with boys, if you find them at all sexually attractive, and avoid sexual activity that might leave you with a child and no husband. If you find you are totally unattracted to boys, you have your whole life to find lesbian lovers.
but, likewise, do not marry a boy if you are still confused about your sexual preferences, that is also a mistake.
The problem with social workers is many of them want your body, so don't rush to therapy expecting to learn your own nature; you will mostly learn the nature of the therapist.
To summarize, go slowly and carefully either way, and avoid irreversible mistakes.

Sometimes it is preferable if fantasies remain just that: fantasies. However, nothing stops you from wanting to experiment. Some people for the experience, the pleasure and, of course, some people are truly bisexual. It is your world to explore.
