They have a jerking motion and stay at the water edge and stick to the side. I had just changed the water. I checked with the water company to see if any kind of bacteria had gotten in the water and they said no. I had 5 neon fish and they all died. I have a betta also, but took it out of the aquarium and put it in a seperate fish bowl. He seems to be doing ok and I don't see any of the worms in the water.

Those worms are called planaria. Not a huge problem in itself, but the presence of them means that you have been over-feeding your fish (which does kill your fish). They will starve themselves out when you stop overfeeding your fish. For the time being, just feed your tank every other day, when you can no longer see any more, your can start feeding your tank normally, just not as much. They were probably introduced to your tank by the water from a pet store, and proliferated in your tank with all the extra food.

what iceni said, but keep up the monthly water changes too, especially in a tiny tank like that, maybe even more than monthly if you are a chronic over feeder!!
