Not seeing a sign won't get you out of it. I got a ticket once and was told that since the city had posted notices in the newspaper, the public should be aware. Fume all you want....and pay it.

Just DONT pay it... they will never miss it and at some point in time NYC will offer an ammesty to those who have not paid their fines. You can pay it then. Might even get a discount !
