Yes for many reasons. ONe of the core reasons is that statistically speaking white and asians achieve a higher level of education wich means more than likely they have a better paying job, wich means they are more apt to invest in thier home and care about thier neighborhood.

It depends on the economic status of the new inhabitants. Whites or Asians on welfare have no appreciable value. A slum is still a slum!
In cases where higher income bracket people move to that would be true as in the case of areas of Harlem and Brooklyn and even in Newark where this happened (the properties were upgraded) and hence the property values went up.
Race is not always the factor since more and more areas that were all white now have mixed residents.

The rule is "white and 10cents" will not buy you a cup of coffee.

It DID already in New Orleans. Do a research on NewOrleans after Hurricane Katrina. White people have moved into what used to be the ghetto and are now refusing some black people re-entrance. Its sad cuz its their home and people are blocking them away.

The government generally neglects large black communities, so citizens start hustling and committing crimes to make ends meet.
Couple that with the fact poor education makes them think they have no other way out, (they get very little education support and refuse what the little they do get) and you will see that the community has no hope. It will become a ghetto. Regardless of where the locale is.

Once all of the citizens are gone, people with money will swoop in and take it and make it work and the value goes up. Usually these people with money are white people.

That's racist.........so does that mean that if we put blacks in trailer parks that we would solve the problem with trailer trash?......it's not the color of the occupants that makes a place a slum. There is white trash also. Get real! and instead of pointing fingers and making comments like this why don't you go do something productive and do some community service in those areas. Make a difference in the life of a young girl or boy in those areas then maybe you will see changes!

Yes, they would clean up the place, paint everything and make the need repairs and that would increase the price and value of the property
