See in almanac or ephemeris, if the distance between the Moon and the Sun is 180 degrees, it is fool moon, anywhere in the world.

it looks full in france. but really its never full or new. we see the moon on account of the sun's reflection. we have a full moon when earth is directly between the sun and moon. we have a new moon when the moon is directly between the sun and earth.

Nope it was last night, the hungry dragon has already taken a nibble out of it tonight and will take bigger and bigger chunks every night until it has all gone

It was yesturday, see http://www.fourmilab.ch/earthview/pacalc.html
but it is at it's closest distance (perigee) in this month's orbit today. It is so big & bright because it is so close & so full.
