i've personally never worn two at the same time, but my friends have for the same reasons as you. some of them also wear a regular bra under a sports bra when working out for more support.
maybe it's the quality of your bra? try victoria's secret... their bras seem to provide the best support (for me anyway, and they are slightly bigger than yours - i don't mean this in a bad way... just an example).

sounds like you just need to be professionally fitted for a bra. ONce you put a bra on... they should not be bouncing around.... unless you are on a trampoline.

instead of wearing 2 bras, buy a cami and wear it under all of your shirts, it helps
