because either your service has been turned off or suspended or there is something wrong with your phone. That "limited service" means you can only call 911

you might be in an area where there isnt much service so u need to go somewhere else where service is available so u can make phone calls, etc.

You might also have automatic roaming turned off, and either have a weak signal or you are in a roaming area. Check with your mobile carrier.

mine says this once I have not got any or little sign. additionally attempt turning the cellular off then take the sim out, provide it a wipe and then replace the sim and turn the cellular lower back on... in case you contiune to have issues, identity call regardless of community you with and notice wha tthey say....
