Dogs do not howl because the moon is out, they howl to communicate with other dogs. This is why if there's one dog in the neighborhood, and one starts howling, all the others start to howl. They're talking to each other.

Dogs only howl when they see the moon out, So if you were on the moon they would either just act weird or howl at the earth.

Dogs don't really howl at the moon, but it's a bad idea because they won't be able to cope with the low gravity.
