Yes. This is exactly what they're asking. They don't say you have to rate every single thing, but if you want to give a thumb's up or down to a question or answer, you now can.
I for one am thrilled!
Just yesterday, I gave an answer, then read what had been submitted while I was writing, and found a much superior answer. I deleted my own, but I WANTED to "vote" for the really righteous answer.
It's a way of floating the most valued stuff to the top, and letting the least valued sink.
Don't yet know how the whole thing works, but I like telling everyone what I think.

But what is it going to accomplish? You get a thumbs up, or down. What happens if you get too many thumbs down? Anything? Is it to embarrass a person into giving better answers? I don't get the point?

I guess it's a sort of early voting form, so that we can see how the public, not just the questioner likes our answers.
