look like your Norton antivirus doesn't respond to the windows shut down command, so windows waits a pre-determined amount of time and shuts it down anyway.
See if there is an update for the antivirus program, it could be a bug that other users have had problems with as well. You can also try re-installing the program to see if that fixes the problem.
Personally, I'd get another antivirus program.
AVG is great and it's free.

Once you have fixed the Norton issue as above, you can shave 30s off the shutdown like this.
On your desktop, creat a New Shortcut, with the following command in " shutdown.exe -s -t 00"
This will give you a desktop Icon for a faster shut down, and takes the 30s pause out of the system.

it may be Norton (ironically). I had the same problem. said i had no viruses but discovered that Norton didn't like the shut down option and tried to stop me doing it. also wouldn't let me use simple programs like Word because it thought it was a virus. Try uninstalling Norton and then trying it, obviously get another anti-virus program

Ok, I googled the CCap exe process for a definition....the program that is hanging up on shutdown is Nortons...
Call Nortons (Symantec) and have them walk you thru configuring or repairing the program.
There is also a new thing on Microsoft's site that will identify & shut down things that are lagging your shutdown (I.E. your registry not being released on shutdown. It's called UPH Clean, it'll read the process that is causing an issue and shut it down.
Seeing that it's your Antivirus you DEFINITELY want to find out why it's locking up. So that's why I was reccomending calling Symantec or checking their website for a fix, they may have a patch you need to install.

I agree with freetronics answer. There is a tweak/fix which stops Windows waiting around for programs to close themselves down. It means that Windows then only waits just a few seconds for programs to close themselves down, then closes them down regardless & shuts down...but this is not really the ideal answer. My answer would be change from Norton to AVG.

I've had that message too. I suspect it is all the anti software slowing it down. Try looking on your computer manufacturers website, there will be a FAQ page which could have the answer on it.

You have either too much saved on it or too many programs running when shutting down, these could include your spy software as it runs mainly hidden. Try defragmenting the c drive, if this doesn't speed things up it is definitely something running.

Norton is most likely slowing down the shutdown sequence. Symantic is a memory hog.
