I think it means if you DO and you're damned, then you deserve it, but if you Don't and get damned, at least you can feel better about it knowing you are innocent.

Oh boy, this is the story of my life. The best I can say here is, No matter what you do there is always going to be someone to complain your not doing enough.I'll just say Do as you want and be happy and live a good life.
