Do these time frames change according to the language or/and country?

I'm not sure, but I'll try. It seems to me there are two different standards, and I don't think these vary by country.

One way to look at it is to say morning is sunrise until noon; afternoon is from noon until an hour or so before sunset; evening is from an hour before sunset until about two hours after the sun goes down; and night is from about two hours after sunset until sunrise the next day.

According to that rule, these time frames vary according to the seasons because sunrise and sunset vary.

The other way to look at it is strictly by the clock, using the equinoxes as the standard. Then, morning is 6 a.m. until noon; afternoon is noon until 5; evening is 5 to 8, and night is 8 p.m. until 6 a.m. the next day.

Well, afternoon starts at 12:00:01...that's the only point which can be defined pretty accurately. One definition for the start and end of "night" would be the respective end and start of "astronomical twilight" which is when the sun is 18 degrees below the horizon (and the time for that to happen varies by latitude and time of year).

Mostly it's going to depend on who you ask...there is no standard convention that I'm aware of to define these things.
