Depending on weather your Mother works or not or the day of the week.
If she works Mon to Fri then set aside a Saturday and don't let her do any work around the house. Make her breakfast, do any work she has to do around the house, take her out for lunch or take her to see a movie of her choice and then take her to a great restaurant at night. If you can't afford the movie and restaurant just don't let her work all day and give her a day of happiness where she knows she is loved and appreciated.

I did a photo collage for my mom. You can find different photos of family members or just you. You can bring the pictures to most drug stores or retail stores and they can copy them and you can cut them and glue them into a large picture frame. Moms always like pictures. Not to mention is does not cost much money, but the memories are forever!

something that she wouldnt normally do.
i gave my mum a voucher for a back and neck massage last year and she loved it
but i also know she would like an up to date photo of me
a make over photo shoot would be cool- at 35 she is probably fighting the feeling of aging and this would be a good ego boost for her.

How much do you want to spend? It got to the point with my parents that I started includin them in my vacation plans, and counting that as a gift. We did WDW last year around Christmastime.
