I"m sure several here have varying experiences; according to the DoJ "More than 5.1 million Americans -- almost 2.7 percent of the adult population -- were under some form of correctional supervision at the end of 1994." (from a report released 8/27/95).
That number has grown since then ever since the zero-tolerance, no-brain socio-political culture took power.
So, why do you ask?
