Dear, officially no buses are allowed to operate Inter State from both the terminals of Delhi Airport. If anything of this kind is suggested/offered, it could be illegal or even dangerous. However, if you are so concerned about your father's convenience and comfort, let him hire a taxi from the airport for Chandigarh directly.
Sorry to say, If you are sending your father alone in such a situation (aged and visually impaired) and flight landing at night time without anyone to receive him, first of all you need a re-think at your own level?!!!!!
