White people aren't the only ones who can be racist. It's a whole cultural thing, and it's not restricted to girls. For the longest time, white people in general were in control and not very nice to anyone who wasn't white. It's hard to reverse what history has ingrained into the various subcultures of America. People will always make assumptions about others based on things like skin color, there's not much you can do to stop that, however incorrect they may be.
What you can do is try to get some help. If this is happening at school, you need to go straight to your principal, guidance counselor, and any other authority figure you can get to help. Tell them what is going on and demand that they stop it from happening. Schools should be safe places for kids, and it's terrible that they often aren't.
If they don't help you, the best way to get something done is to contact the press. Write letters or emails or make phone calls to all the local newspapers, and tell them what is going on. If you're not good at writing, you can have someone who is help you out. Call attention to it, and the people in charge will have no choice but to do something about it.
Good luck, hon. The world is an unfair place, but you shouldn't feel unsafe in it.

Prejudice goes both ways, basically. I was the only white gal in my school and was constantly insulted and endured hateful slurs because of my skin color.
And even among people of color there are prejudices like "you aren't black enough" (black pride gone crazy) or from the other side "you're too black" (because of the false idea that the lighter your skin is the more civilized you are).
People usually act out in fear towards what they are unfamiliar with or don't understand. And they also mistreat others who are different when they've heard things about them that aren't true. We are just really vulnerable as humans to believing what we hear about others, especially when it's negative stuff.
The best way to combat it is to try to show people who you really are so they won't be living in ignorance anymore. And always stand your ground because that will at least teach them that being lightskinned doesn't mean you're a coward.
Maybe you could also write an anonymous letter in your school paper or alert a teacher or conselor to what's going on, so they can be aware.

Some people are just ignorant to the fact that all people are beautiful . . regardless of their skin color . . dark or light.
Generally, people assume that girls who have lighter-skin are stuck on themselves but that is a stereotype and not necessarily true for all people.
Sometimes you just have to ignore those people and just be you. Don't worry about what they think about you. Just be comfortable in your own skin!
