Maybe the pot is too small, and the plant has become root-bound. Try moving it into a larger pot.

The reason your plant keeps coming back may be because of 2 reasons, during its growth it laid down roots which you did not remove or it literally seeded the soil. Now, I've never seen a aloe plant do this, as the ones I have removed have never returned, however I did remove quite a large chunk of the soild surrounding the plant.

If you really want to be rid of it, I'd pull any remaining sprouts and dig at least 2 feet around where it used to be and remove that soil entirely. Then I'd replace the oil soil with a soil that is compatable with the type of plants I was going install (acid, manure & top soil, sand..etc..). If that doesn't work, go to your local garden center and ask what other methods may help.

On another note, why do you want to get rid of your aloe? I am sure you know of its natural healing properties? If you can keep it, but need to relocate it, I'd put it in a pot. Aloe is so easy to care for and really comes in handy when you've got a sunburn.

Good luck!
