A similar expression was said by George Santayana, and I think that's what you're thinking of:

This famous statement has produced many paraphrases and variants:

This means not that exact historical events will repeat, because that is not possible.
What it means is that humans in all cultures and in all times tend to exist across the same range of beliefs and views.
For example, when there was still a chance to stop Hitler from his evil, a Brit named Chamberlain decided that he, Hitler, would be satisfied and there would be peace, if Hitler were allowed to have certain land which wasn't his. This sort of garbage is called appeasement.
As soon as he got his land, ht started planning his next invasion, and in the end we had the largest war in history, to date.
In the area around Israel, the people have sworn not to rest until the last man, woman, and child in Israel is dead. Since 1947, they have engaged in uncountable attacks of every type on Israel. When they do, Israel takes over part of their country to make a safe zone around Israel.
Today, right on this YA URL we have a large number of incredibly stupid Chamberlain types who really and honestly believe if we give the Hez the land they want, they will of course immediately become peaceful.
So, you dummies are living examples of those who have failed to understand history and are trying to do to Israel in your ignorance exactly what Chamberlain gave to, um, France; England; Austria; Belgium; and more, in his ignorance.

Santayana, but he was a dillweed. It's a stupid expression. It makes no sense and is not true. History CANNOT be "repeated." And knowing what happened in the past won't cause leaders to make good decisions. Hitler learned all the lessons of Napoleon, and look what happened.
