it means that a leader has his people's faith and confidence. when someone declares that a leader has a mandate, it just implies that the power he has belongs to him unquestionably.
it's a little archaic to describe what we have now... how can a president have a mandate if he can be removed from office? it originally described the rule of kings and emperors who typically ruled for life no matter how cruel or despotic. the word we have now seems to be a kind of dovetailing of the european divine right of kings (i am king because god made me so) and the chinese mandate of heaven (i am king because the heavens desire me to be)... both referring to the idea that power was given to your leader by the ultimate source of power (god).
in a democracy, that source of power is the electorate and it can always take the power away. to me, that implies there is no mandate for leaders; we are a people who consent to be governed.
