Springfield is suppose to represent any town in any state of the US. It's most a running gag between writers and fans. I suggest looking at the site sourced below. If you are a Simpson's fan you'll really enjoy the read though it is sort of long.

They never say and there is a Springfield in every state. Most every state can be eliminated by one statement or another.
Lots of people think they live in the midwest, like Missouri area though it cant be because the go to the coast a lot.
Others think Oregon because that is where creator Matt Groening is from.

the key to answer this question is that there is a shelbyville close to springfield. Limit the states where there is a shelbyville and then look around that town and try to find a springfield. But i agree with that its ambiguity and has it represent anytown usa. A quick recon from mapquest gives me four possiblilities. Kentucky, Tennessee, Illinois, and Michigan. The state where the two towns are the closest is Kentucky, then Michigan, then Tennessee, then Illinois. ranging from 46 miles to 84 miles apart.
