I am making a camera setup where a webcam is being used with a 35 mm telephoto lens. In the process the stock lens for the webcam was removed. This stock webcam had a lens with a coating that blocked infrared light. Without this the colors are skewed. What I need is a cheap way block this infrared light but without distorting the image. Photo shops sell filters for this purpose.. but they cost as much as the webcam 100$ or more.

CCDs are reasonably sensitive as far out as .95 or even 1 micron, whereas our eyes lose their sensitivity by 0.7 microns.

This is a common problem so there are many "off the shelf" solutions.

Find someone with glass cutting skill to get it to the shape and size you want. You could also buy a busted webcam for cheap on craigslist or ebay and scavenge that filter. Whatever is wrong with the cam, the filter is the last thing that will fail!

A hundred bucks for a filter sounds like a lot of money. I cannot suggest a filter off the top of my head, but there are several manufacturers of filters that may help. Try Kodak Wratten filters -- camera shops have data. Also, theater filters might do; these are made by Lee, Rosco, and GAM, all of which are sold by PNTA in Seattle (www.pnta.com).
