Get the Google toolbar. Will block popups.
But FIRST go to www.filehippo.com and download AdAware and Spybot.
Run them both.
Get AVG while you are there if you need antivirus. All three are free.

Ok, the reason you have slow internet is that DSL is not fast, they say its fast, because it improve itself to be faster than the older version of DSL. To get faster internet, is to get Cable/Modem.
For the pop-up blocker, the toolbar helps but not that much, you have to get an Anti-Pop Up blocker to do it, its perferbally in the software like umm "Mc-Afree" or "Norton Anti-Virus" those software will include the Pop up blocker. I'm not sure this will help you.

Ok, first of all... Internet Explorer?!?!
Internet Explorer is big, slow, insecure (you're almost guaranteed to have some viruses and spyware right now), very out of date, and not customizable.
Drop Internet Explorer from use and get Firefox - sleek, fast, safe, easy to use, up to date, extremely customizable... and it has a cool icon.
( Firefox - http://getfirefox.com/ )
Firefox has pop-up blocking built in, and with just one add-on you'll rarely see another banner ad!
( Add-on to stop ads - http://adblockplus.org/ ,
Hundreds of add-ons - https://addons.mozilla.org / )
While you're at it, dowload a few anti-virus and anti-spyware programs, oh and a firewall.
(AVG Free Anti-virus - http://free.grisoft.com/ ,
Ad-aware anti adware / spyware / malware - http://www.lavasoftusa.com/software/adaware/ ,
Spyware blaster anti-spyware - http://www.javacoolsoftware.com/spywareblaster.html ,
Zonealarm firewall - http://www.zonelabs.com/store/content/company/products/znalm/freeDownload.jsp )
Install the programs and scan your computer. You might want to stay offline for this - you're not protected until AFTER you do it.
After that - password protect your computer account. If you use a wireless connection see if you can get it secured (passwords and encryption)
Make sure to update your virus and spyware scanners once a week, and check for updates to your firewall... and operating system.
Everything I've listed is free and high quality.

Click on your pop-up blocker, then click to ENABLE it, you have it turn off that is why it is not working...and if your computer is slow, you need to do a Disk clean-up, and after that, Defrag your computer, by doing this is will clean up your computer and make it run faster as it will give you more SPACE.

go to tools at the top and select popup blocker. you can control it from there. As far as your slow connection there could be a thousand reasons for it. go to google and type in broadband test, select a good test site and see how they rate your line- if it is substandard then call your isp
