It's really noticeable, especially when I want to wear my hair up. It's kind of working on my level of self-esteem. Are there any over-the-counter products to help this by evening the skin tone, or bleaching the darker areas? The prescription cream is not covered by health insurance, so I am at a loss, temporarily.

I would need a greater description of the sporadic pigment as well as the type of prescription cream you commented on. I think, however, that you are describing something caused by a naturally occurring skin fungus that reacts differently with your skin pigment that others. It is actually fairly common and easily treated without prescription products. You can treat it with anti-dandruff shampoos that are available at any drug store. I recommend using a high price product that comes in a blue bottle. Forgive me, I can't remember the name of the product, but it will be easily recognized by its higher price. Baste the affected area and allow it to sit for a few hours, and then shower normally. Repeat as necessary, and you should notice the splotches begin blending in with the unaffected skin soon.
