As far as I know, the phrase originated from an Eddie Izzard sketch comedy called "Dressed to Kill". You can probably look it up on www.youtube.com--He was talking about people going to confession in church and original sin; something along the lines of:
Confessioner: Forgive me father, for I have sinned...I slept with my neighbor's wife...
Priest: Oh, I've heard that one before! Definitely not original sin!
Confessioner 2: Forgive me father, for I have sinned...I poked a badger with a spoon...
Priest, Oh, that's VERY original!
So I guess it's just become a popular phrase. Either way, Eddie Izzard is damn funny.

A badger is a very fast ferocious mammal with a nasty bite.
If you poke him with just a spoon, it wouldn't hurt him but it would cause him to attack you and you would lose that battle.
The term applies to people who irritate others that have a lot more power than you do.
If you make them mad, they will clean your clock!
SO...Don't poke a badger with a spoon. If you are hell bent on making that person mad, you better be prepared to use a flame thrower or a grenade because that would be your only hope of survival. Figuratively speaking.

I believe it means the same thing as snapping a monkey with a wet towel. It's just something that you don't do unless you want to make someone or something very mad.
