They will transfer you luggage to the next plane as long as the paperwork is given at the initial location. Be aware that since today's occuarnces in the UK your check-in will take much longer & tighter restrictions will apply.

People who commute regularly and are familiar with the schedules sometimes opt to collect their baggage and check their luggage themselves to their final destinations. The reason being that they do not want to end up at their final destination and the luggage is not there. Unless I am going on vacation, I travel light and make sure that everything can fit in my mobile carry on luggage.
To answer your question: you have to decide that if you do not want the hassle of going to collect your luggage in Atlanta, then you can have your travel agent or the ticketing agent at check in tag your luggage right through to Savannah Georgia. Here are a few tips. If your connection is on the same airline, I will assume that you are traveling on Southwest, Delta or Continental--those airlines have very professional computerized luggage handling systems. So, if you are on the same airline from Phillie to Atlanta and then they assign you to another of their flights from Atlanta to Savannah, let them check your baggage right through to your final destination.

They tag it with your connecting flight number so that the bag moves to the new airplane with you. It's all computerized now - which is why so many bags get lost! I've learned to take a carry-on with one day's clothes (including night clothes) and enough toiletries, medicine etc. to spend at least one day without my suitcase.

I have done this so mant times adn then you should bring a extra pair of clothes in your carry on. Then your toothbrush, Wait you cant bring that with you on account of the new laws. Bring all your money in tthe carry on of couse and your cell phone and everything you would need, Except ALL your clothes only an extra bag

it depends. if you are booked with the same airline then it goes straight through, (running the risk of getting left behind). if its two different airlines you'll have to pick it up and re-check it
dont forget your toothbrush in your hand luggage!

you bag will move form one plane to another
since it was checked and has been secure it will not need to be checked again and it will be placed on teh plane for your second part of the trip
