One word: TROUBLE.
Ever watched "Beverly Hills Cop" where Axel Foley jammed bananas in the tailpipe of a car? I think we can all expect the same thing in this case, only that hay is more of flammable than a few bananas. Smooth running definitely isn't in the cards for this poor car.
I do have to caution you that most car manufacturers do not recommend doing this to your car. Do tell me if you find a manufacturer that actually recommends hay in the tailpipe, I'd like to check out their cars. Seriously now, don't void any warranties this way, 'cause void warranties suck and you're gonna make the mechanic having to fix this poor car laugh his butt off at the situation...

This was tried on Myth busters on the Discovery Channel.
The pressure in the exhaust pipe would probably blow the hay out unless it got into the box. It would then catch on fire.
Myth busters tried various other things:
Golf Balls
Oranges
Bananas
rolled up newspaper
All got blasted out.
If you wanted to knacker it, use expanding foam. As long at the foam reaches a joint, then it would be solid and would jam in the exhaust.

If just the tail pipe - nothing, it would just blow out.
You can hammer a potato up it at it'll just shoot out!!
If the back box / silencer / muffler, the the pressure buildup may at worst, stall the car / blow out a weak (rusted) section.
If the entire system was loosly filled - eventually there would be some charring, but no fire as the oxygen content of exhaust gasses is too low.

Why hay?
What you want to be stuffing up an exhaust is a carrot.
The car will not start immediately.
But after several attempts, the carrot will come out like a flippin' bullet!
So don't do it.

It would ignite because the metal around it would be so hot. Hay is very dry so it would just go up in flames.

The engine wouldnt run. It probably wouldnt wouldnt even start after the first few turns of the engine.
