If you are after a change in weather, then Europe is a better choice. Europe is a very interesting continent. It engulfs a variety of cultures and most of it's inhabitants are helpful and easy to live with.
Although in the northern European states, the weather would be very similar to the type one experience in England, if one moves more to the south one find that the Mediterranean climate very pleasant . The southern areas of Europe , especially those touching the Mediterranean Sea are a gem.
If you're in culture and history, then there are few places like Europe.

If I had to pick a place to live, I'd pick Canada over Europe any day... but to visit, I'd go with Europe (since Canada is so close I can go there anytime).

canada and you wont regret it, someparts are not so nice as others and peoples attitudes vary in different parts of the country, and the accent is not from removed from americans but the canadians are more sober than their neighbours, more serious about everyday events.

Canada.
Canada obviously has a lot of land, which means cheaper land, taxes, etc.
Europe is crowded, gasoline is expensive, most people live in flats because land is very, very expensive (England) and food such as beef is terribly expensive, as compared to the U.S. or Canada.
