Not _everywhere_. There are no laws against it, but some places in the world might have rules against it. For example, schools might have dress codes, places of worship may forbid all headgear, and stuff like that. If the particular location doesn't have a rule against it, then it's up to you. Of course, most places don't have rules against wearing pantyhose as a scarf, but people would look at you strangely if you tried.
