I wouldn't. But I acknowledge that many other people do.
It's because of the need many people have to feel superior. And because they live in a zero-sum world where for them to win, somebody else has to lose. So kicking someone when they are down is a good way to make sure they don't get up.

No need to act, I wouldn't (unless they were a harmful threat and I or someone close to me was responsible for them being "down" in the first place). I don't want that karma....I don't pick on others just because I can.
However those that do it, are bullies...they get a sense of power in doing it, knowing they probably wouldn't be able to lift a finger against that same 'someone' if they weren't already down.
