can anyone tell me what this song by U2 is actually about?

According to a short article (1998-08-02) in a local newspaper here in Gothenburg the title refers to a meeting Bono should have had with a friend but missed. The friend put up a note saying 11 O'Clock Tick Tock.

If i remember right, it was a note Guggi or Gavin Firday (Bono's bestfriends who gave him the name Bono) left on Bono's door. my brain fails me to remember what it was for. I think you can read about it in Bono is Conversation with Michka Assayas

The song was previously called Silver Lining and was introduced in concert August 1979 at the Howth Youth Club. The title of the song refers to a note pinned on the door of Bono's home by friend Gavin Friday after Bono missed a meeting. This is the first time that The Edge would use the Memory Man echo unit.
