Yes, but it depends more on the people using your ISP (Internet Service Provider) in particular. However your ISP may be sharing their connection with other ISPs depending on how big they are. As more people use it, the amount of information that can be sent to each person decreases, so naturally this would be the case....

If you are on a broadband connection then you do have what is called contention. In the UK it is usually 50 people contending for the same amount of bandwidth. If, say at lunchtime, all 50 people sharing your line to the exchange (where your phoneline connects to the internet if you are on DSL) connect and start using the internet then you connection will be slow. At 2am when most likely you would be the only one of the 50 then you will have faster speeds.
This is also true at work. Internet speeds slow down around lunchtime when more people surf during lunch. Most other times when people are "working" then fewer people are surfing and the speed should be faster.

You know . . . people/hackers have been running on this theory for quite some time now. Many of the spam emails attempt to do just that . . . bring the internet down with mulitple emails flying about. I've seen servers go down due to this and clients freeze up . . . but in no way can the internet as a whole slow down. What you are more than likely seeing is that due to the time of day, you local ISP is trying to handle multiple logins and is slowing down your local ISP to the point of slowing down your internet access. Or, someone is hogging the network on your local grid (common with cable access) using a point to point or similar program like limewire. The internet backbone is throttled only by the limitations of the ISPs providing you access to the internet. The internet can handle more than you think. If you ever have the chance, I would reccommend reading up on exactly what speeds the internet backbone operates at.

It is a fact--Jack
server load has almost as much to do with your computer's abilities out here on the net as your RAM or your connection speed --- at high use periods-- you will experience the slow
down even when you are connected with DSL and have a solid
1 G in Ram------

in theory yes, but normally your provider has enough power to be able to keep a good speed.
But,
at certain times of the day, if there's more people on a website, it'll be slower. It's not "your fault"

I've been told that if we were all connected by fiber optic cable everything would run better and faster. The telephone lines were not designed for internet usage.

Yes it is true. It depends on the amount of traffic/users accessing your ISPs servers at anyone time.

No, it is not true.
What your computer is suffering from is lack of tea.
Tomorrow, at noon, make it a really strong, hot cup of tea.
You'll see the difference and you will say, "Good old Slartibartfast."
